Everything you need to know about car tax, including the 2017 road tax changes

One of the less fun things about owning a MINI is that you have to tax it. There are three different road tax systems in place, and which one is applicable to you depends on how old your MINI is. The oldest system is calculated according to engine size, but almost all new MINIs will fall under the two newer tax regimes, calculated in the main according to CO2 emissions. Because these VED (Vehicle Excise Duty) charges are so varied and can get a little complicated, we’re going to run through them here and explain the 2017 road tax changes in detail. How does the 2017 car tax system work?

In the first year, cars will still be charged in line with CO2 emissions, and alternative fuel cars will also benefit from a £10 discount across the board. That includes hybrids like the Countryman Cooper S E. After the first year, all cars will attract the same annual charge of £140, although the £10 discount will still apply to alternative fuel cars. The only big difference is electric cars, which you won’t have to pay tax for at all. Cars that cost over £40,000 are taxed an additional £310 a year on top of the standard rate, but only from the second to the sixth year.

Why have the car tax rules changed?

As we all know, the MINI new car range is super-efficient and very clean. Because MINI and other car manufacturers have been so successful at making their cars cleaner, and car tax has been based on CO2 emissions, the amount of money the government has received has fallen dramatically over recent years. The government needs to ensure this doesn’t happen any longer, so the new system is based less on CO2 emissions.

What are the best cars to buy under the 2017 car tax system?

Obviously, electric vehicles (those costing less than £40,000, at least) are best for avoiding road tax. However, because the new VED system works on a sliding scale according to CO2 emissions for the first year, you’ll still benefit from buying hybrids and really clean cars like the MINI Countryman Cooper S E and the MINI Cooper D. The Countryman plug-in hybrid costs nothing to tax in the first year, compared to a maximum of £2,000 for a car emitting over 255g/km CO2. In the following years you’ll also benefit from that £10 saving for an alternative fuel car. The following are classed as alternative fuel cars:

  • Hybrids and plug-in hybrids
  • Biofuel cars (bioethanol or biodiesel)
  • Liquefied petroleum gas (LPG) cars
  • Compressed natural gas (CNG) cars

Annual road tax charge for vehicles over £40,000:

Cars that cost over £40,000 will be charged an additional rate of £310 every year, from the second to the sixth year (the first-year charges are based on the same CO2 system as above). But as most MINI models are far more affordable than that, you shouldn’t have to worry about this charge.

How do the 2017 car tax changes affect company car users?

There are no changes to the current BIK (Benefit-in-kind) car tax system for business users. That means low-emission company cars, like the MINI Cooper D, Clubman D and Countryman D, will still benefit from cheaper tax rates. How much does it cost to tax a car made before April 2017?

If your MINI was registered before April 2017, then it’ll be charged based purely on fuel type and CO2 emissions.

How much does it cost to tax a car made before March 2001?

For the very few MINIs registered before March 2001, the road tax charges are based on engine size:

  • Engines smaller than 1,549cc will be charged at £150 a year
  • Engines larger than 1,549cc will be charged at £245 a year

What vehicles are road tax-exempt?

  • All vehicles powered purely by electricity
  • Any vehicle registered as being used by a disabled person
  • Historic cars – vehicles 40 years or older work on a rolling basis that starts on 1st April each year. So if you have a classic MINI as well, you're really winning!
